Electronic Visit Verification – FAQs from the MDHHS: Which Programs Require EVV and More (Part II)

The MDHHS will begin requiring the use of Electronic Visit Verification (EVV) in Michigan on April 1, 2024. We want to share some frequently asked questions about EVV from the MDHHS.

Which MI Programs that PAS Supports Require EVV?

Currently, MI Health Link and MI Choice will require EVV.  Under MI Choice, the following services will require EVV:

  • H2015 – Comprehensive Community Support Services, per 15 minutes
  • S5150 – Unskilled Respite Care, not Hospice, per 15 minutes

Under MI Health Link, the following services will require EVV:

  • H2015 – Comprehensive Community Support Services, per 15 minutes
  • S5150 – Unskilled Respite Care, not Hospice, per 15 minutes
  • T1019 – Personal Care Services (PCS), per 15 minutes

Which Personal Care Services Do Not Require EVV?

PCS that do not require EVV include the following:

  • Adult and child foster care homes
  • Homes for the aged
  • Licensed respite
  • Living facilities or private home where PCS is provided all day and where a DCP provides care to three or more individuals each shift

Do DCPs Need to Use EVV When They Provide a Service?

Yes – If the DCP is providing Medicaid-funded personal care or home health services for a participant in MI Health Link or MI Choice Waiver. All services that begin and end in the home require EVV.

Can DCPs Opt Out of EVV?

No – Federal law prohibits DCPs from not using EVV when it is required.

How will EVV affect service payment?

The state of Michigan can only pay for services captured through EVV records. This is in accordance with the Federal Cures Act.
